How to get an OMS policy

Obtaining an OMS policy is quite simple. To do this, you need to collect documents, select insurance company and apply. The policy is made for 1 month, for this time the applicant is issued a temporary policy, according to which all guaranteed services can be received.

Required documents

To obtain a compulsory medical insurance policy, an adult resident of the Moscow Region will need to present a passport, an insurance certificate of compulsory pension insurance (SNILS). Where to apply

How long is the policy valid?

Compulsory medical insurance policies in the hands of citizens of the Russian Federation have different validity periods. Paper forms are issued for 1-5 years, and the exact date of expiration of relevance can be found on the sheet itself. Modern electronic cards and UEC do not have an expiration date and are issued for an unlimited period of time. Replacement procedure

If the insured person does not plan to change the insurance company, then the replacement procedure is extremely simple. According to the law, the change of the document is free of charge. If the need to replace the document coincided with a change in any data, you must also take with you papers confirming this fact (for example, a certificate of change of name / surname). The insurance company will need to fill out an application and submit it together with the old policy, instead receiving a temporary certificate, the validity of which varies from 1 to 1.5 months. If you intend to change the insurance company, you should choose a suitable organization and apply there with the same set of documents. It is worth paying attention to the fact that the change of the insurance company is possible once a year and is carried out until November 1.   1. Choose the right insurance company. It is worth noting that, although clinics and hospitals may have preferences in choosing an insurance company, they are obliged to provide assistance to the holder of any policy, regardless of which organization issued the documents to him. Do I need to change the new policy?

The insurance policy of the new model is termless, but in some cases (replacement of full name, place of permanent residence, correction of incorrectly specified data, etc., as well as damage or loss), it will need to be replaced. To do this, you must contact the old or new insurance company and fill out a questionnaire indicating the reason for issuing a new policy (certificates or other legal documents confirming this reason must be attached to the application). If the insurance policy has been lost, the account number in the company is attached to the application, but if the document is in hand, it is handed over along with the questionnaire. At the end of the verification period and after the issuance of the policy, the client must personally come to the insurance company and, having made sure that the specified data is correct, receive a ready-made card.

Initially, a new type of policy is issued to children and adolescents under the age of 14, as well as to persons who arrived in the Russian Federation from another state for permanent residence. In the first case, the relatives of the insured person submit documents to the company - they need to provide a birth certificate, SNILS, a passport or other identification of the parent who submits the documents. The MHI policy is widespread.

There are currently three types of such document:

  • in A5 format;
  • in the form of a small plastic card indicating all the information about its owner in electronic form;
  • in the form of an electronic card; it is best known as an abbreviated concept of UEC; the document is distributed in several countries, it contains all the data about its owner.

All listed forms of poles are valid today. Each region has its own rules and regulations regarding the type of this document. If we consider each type, we can see that the plastic format of the policy is more convenient to carry than the paper version.

As for the policy of the new sample, then, as a rule, it has an indefinite character. Currently, it is issued to those who receive it for the first time. For example, this includes newborns and the uninsured.

  • refugee certificate;

Do I need to change the compulsory medical insurance when changing my residence permit?

Art. 51 p. 2 federal law"On Compulsory Medical Insurance in the Russian Federation" regulates that all policies issued on the territory of the Russian Federation before 05/01/2011 are valid until they are replaced with a single sample format. Thus, the insurance on hand can not be changed until its validity period comes to an end.

However, in some circumstances, the policy is subject to immediate replacement. For example, in the event of a change of residence, personal data or loss of insurance, it can be considered invalid. If outdated information remains in the CHI policy, the citizen may be denied medical care.

Types of insurance documents

Section III of the Rules for Compulsory Medical Insurance contains uniform requirements for registration insurance document, describes its types and the information that must be provided in it. In 2020, citizens have several types in their hands:

  • on a blue A5 paper form;
  • in the form of a plastic card with a chip that contains information;
  • as part of a chipped universal electronic card (UEC).

From 01/01/2017, the issuance of UEC in the territory of the Russian Federation has been suspended. This card is no longer considered a mandatory tool for the provision of state and municipal services. Previously, when it was required to replace the contract, the insured person received new insurance as part of the UEC. This card can be additionally used when contacting government services, as bank card, as well as an electronic wallet and a travel ticket.

At the moment, two types of policies are issued on the territory of the Russian Federation: paper and plastic. If we talk about durability and compactness, then the last option wins. However, given that many medical institutions still do not have special technology to read information from the card, the paper form is more convenient to use.

The policy of the new sample and its features

The phrase "new sample" should be understood as two innovations:

  • an updated form for filling out a paper form, which was introduced in 2011;
  • electronic plastic card, which has been issued since 2014.

New contracts with the insurer on paper were issued with a validity period until 2014, so today they are no longer valid. Citizens can apply to the insurance organization for a new paper copy or for a chipped electronic card. Plastic cards, which have been issued since 2014 and issued by insurers, do not expire.

Validity

Medical insurance policies differ not only in type, but also in duration. In 2011, Russia began to issue new documents, but the old existing contracts are still valid. Duration of medical insurance:

  1. Most of the old insurance contracts were issued for a certain period. The end date is indicated on its front side. When it comes, the citizen receives a new type of contract.

If you have a valid old-style medical insurance, you do not need to replace it. However, in some cases it is required to re-register it. How to change the policy? The procedure is as follows:

  • first stage and important aspect– choice of insurer. In this case, you need to be guided by the reputation of insurance companies and the reviews of its customers. When replacing a policy, the insured usually applies to the organization where he received the previous one;
  • then you need to visit the office of the insurer and fill out an application in which you should clearly articulate the reason for reissuing. In this case, you need to carefully monitor that there are no errors in it;
  • at the reception at the insurer, the client must present an identity card to the employee. As a rule, this is a civil passport;
  • the policyholder must present his personal account number;
  • after consideration and acceptance of papers, the applicant is issued a temporary certificate, which has the same force. Its validity period is not more than 30 days;
  • the policyholder must obtain new insurance within 30 days. At the appointed time, he comes to the insurance organization to receive it. Before picking up the paper, it is better to make sure that all the information is true.

Soon, citizens of the Russian Federation will be able to receive a compulsory medical insurance policy through public services. To date, the issuance of medical insurance online is being tested - a trial version is open to residents of St. Petersburg.

Required documents for obtaining

In order to replace the MHI policy, a citizen must provide the insurer with the following documents and information:

  • passport;
  • an application for a replacement stating the reason;
  • insurance number of an individual personal account (SNILS);
  • old insurance, if it has not been lost;
  • the birth certificate of the child and the identity card of his legal representative, if the insurance is issued for a minor.

If mandatory medical insurance is issued for a child under the age of 14, then the presentation of SNILS is not prerequisite to receive it. In the event that on behalf of the insured person is not a legal representative, but another person (for example, not a mother or father, but a grandmother, grandfather), a power of attorney will be required. This is regulated by the Rules of Compulsory Medical Insurance.

Terms of registration

As a rule, the period for issuing insurance does not exceed 10 days. Insurance companies issue a new document within 1-1.5 weeks, depending on the workload.

Clause 50 of the Rules of Compulsory Medical Insurance stipulates that the period for issuing an insurance contract cannot exceed the validity period of a temporary certificate issued at the time of receipt of documents. Thus, the maximum duration of the production of a new document is 30 days.

If the compulsory medical insurance is issued through the MFC, then the time it takes to receive it may increase by a couple of days. This is due to the document being sent by mail.

Conditions for mandatory replacement

Here are the cases in which the renewal of medical insurance is mandatory:

  • loss of a valid document (loss, damage, theft);
  • change of personal data of the insured person: last name, first name, patronymic;
  • in connection with moving to another city or region of the country for the purpose of permanent or temporary (if there is a certificate of temporary registration) residence;
  • replacement of a civil passport or other identity document, information about which is provided in the contract;
  • when changing the insurance organization providing medical insurance;
  • the presence of inaccuracies and errors in the insurance contract.

The above circumstances oblige the insured person to notify the insurer of the changes within 30 days. As a rule, a new medical insurance is made and issued 10 days after the applicant's request. The service of issuing and replacing the MHI policy with a new model policy is free.

So, citizens of the Russian Federation can continue to use old-style CHI insurance until its validity period has come to an end. - Tell me, why did you need to change policies at all? What is wrong with the existing ones?

There are several reasons why this should have been done and why now. The first is not a very convenient format for the current paper policy. It cannot be folded, because the barcode is located at the folds and cannot be laminated, because the data on the insurance company is entered on the back. In this regard, we have accumulated a fairly large request from society. People change their surnames, passports, but do not report this to the insurance company, because, in such a case, they would have to change the old convenient policy in the form of a green plastic card for a new paper one.

- And why, then, did they initially change comfortable plastic for uncomfortable paper?

The green plastic policy was a purely Moscow-based product that had existed since 1998. After that, in 2011, throughout Russia they began to issue a paper policy of a single federal sample. But out of the 12 million insured under compulsory medical insurance in Moscow, more than 7 million still have old green plastic cards in their hands. During this time, many data has changed, but, as I said, not everyone began to report these changes. Meanwhile, the law on compulsory medical insurance stipulates the obligation of citizens to notify their insurance company within 30 days of changes in their data, such as a change in surname, place of residence or passport. But the citizens of this duty, for the above reasons, neglected. Because of this, we began to face a large number of problems - it became difficult to find people in the registers of insurance companies, and feedback with the insured was difficult. And this, perhaps, was the main reason for the need to replace policies.

- What are the main differences between the old and new CHI policies?

The new policy has a chip that stores all the necessary information about the insured - full name, date of birth, insurance region, insurance company. This information can be read using readers, which will be equipped with all medical facilities. The back of the policy contains additional information, including a photograph and a personal signature. Thus, upon presentation of a new policy, it will not be necessary to provide additional documents to identify a citizen, which is necessary when applying for medical care outside the home region. The presence of a photograph will also be useful in conditions of loss of consciousness - if a person has a policy with him, it will be easy to establish his identity.

- Is the replacement of a new policy a mandatory procedure? How long will the old MHI policies be valid?

The replacement is not mandatory. The law states that old policies are valid as long as they are on hand. Accordingly, both paper policies and green plastic cards continue to be valid, provided that their owners have not changed personal data.

- What is needed in order to change the old CHI policy to a new one?

Go to the insurance company and write a statement. Within 30 working days, you will be issued a new policy.

- Only Muscovites will be able to get it, or will nonresident citizens living in the capital have such an opportunity?

- If a person lives and works in Moscow, but does not have a residence permit or registration here, then he, like the rest, can insure himself in Moscow. Accordingly, attach to the clinic and have access to a doctor's appointment via the Internet or in infomats.

In two years, they plan to issue a Universal Electronic Card (UEC) throughout the country, which will immediately replace both the role of an identifier and a payment card. Maybe it was worth waiting for the launch of this all-Russian project and "sewn up" in the UEC also the CHI policy? Or has the need for a new policy really become urgent?

The current version of the law on CHI provides for two types of policies: paper and electronic. Moreover, the electronic one can be either the one that we are now starting to issue, or in the form of an application on the Universal Electronic Card.
