In today's article I will tell you what a CTP policy looks like.

Since July 1, 2016, according to the March decision of the Presidium of the Russian Union of Auto Insurers (RSA), new forms of OSAGO are being introduced, with enhanced protection against counterfeiting.

And in this regard, it will be very useful for every motorist to imagine how a new policy policy should look like. In addition, there are questions on the network about some blocks on old forms, which are still issued and are fully relevant.

A clear orientation of the ordinary policyholder (client) in the design of the policy gives him significant advantages. This allows you to personally check the completed certificate at the place of conclusion of the contract with the insurance company (SK). After all, accidental or deliberate incorrect filling of a car insurance can bring a lot of trouble in the future.

Over the thirteen years of the existence of a motor vehicle in Russia, the appearance of this insurance policy has changed several times. To date, the design of this document is highly consistent in terms of ease of filling and readability.

There are no particular difficulties in understanding the purpose of this or that block of this insurance, but some of them require additional clarification.

Well, let's get started.

General properties of the form

The forms of the OSAGO policy are printed on the "Gosznak" and have characteristics characteristic of the products of this enterprise:

  • Thick paper for documents, covered with light green high-quality micro-mesh protective ornament;
  • The form has a watermark structure - "PCA" with the emblem of this organization;
  • In the body of the blank, protective polymer fibers and a metallized strip are embedded, which are visible from both sides;
  • At the top left, there is a serial number unique to each document, which has a prominent embossing on both sides.

By the way, the size of the insurance certificate is specially made in a slightly larger format (by about 1 cm) than a standard A4 sheet.

CTP policies are of two types:

  • Single-layer - used in offices of insurance companies, where all the data in the required fields are entered using a special printer.
  • Two-layer (self-copying) - with an additional yellow-white copy. They are primarily for freelance insurance agents who fill out fields by hand and need a copy to report to their insurance deal.

Moreover, these two-layer policies have long been intended to be banned, tk. they are easily counterfeited - in the right places with different iodine compounds and peroxide, the inscriptions made with a ballpoint pen are etched, and anything is prescribed in their place. It is difficult to visually distinguish such chemistry.

The structure of the OSAGO insurance policy

Stamp

There is a place for your insurer's stamp on the right side of the policy header. Do not confuse it with the seal at the very bottom. Two options are possible here:

  • Wet stamp;
  • Printer stamp.

Classic wet stamp - it contains a logo, the official name of the insurer, its physical address, phone numbers, and website are indicated.

Branded printer stamp - usually put by large companies. It, among other things, may contain a barcode for reading data about the insurer (can be determined from a smartphone): for example, RESO has it, but Rosgosstrakh does not.

Serial number

Located to the left of the name, the serial number contains 10 numbers and three letters of the series.

Today (from April 1, 2015) insurance policies are issued with the EEE series, and before that it was preceded by the CCC series (issued until March 31, 2015) and BBB, but all of them practically do not differ in structure.

All serial numbers of issued certificates are strictly recorded in the AIS RSA database. Moreover, it is assumed that an individual numbering range is allocated for each insurer, by which it can be identified, but this applies only to large and medium-sized players in the insurance market.

Date fields

Below the heading there are two unmarked blocks with fields for entering dates - the first is smaller, the second is large.

It is precisely on these blocks that motorists often have questions: not everyone can understand why there are two date fields in the policy, and not one - sometimes they have the same values, and sometimes differ.

You probably don't know that either? Let me explain now.

The fact is that the first (smaller) field indicates the start and end date of your insurance contract with the insurer, and this period is not the immediate period of insurance coverage.

That is, here the OSAGO insurers have two concepts:

  • Insurance contract - with ordinary insurance, it is always concluded with you for a year (it can be less only in special cases).
  • An insurance period is a specific period (or multiple periods) during which you have coverage.

The dates of the insurance contract are written in the first block. And the dates of the insurance period (periods) in the lower large - there you can specify up to 3 insurance periods within one year.

It is noteworthy that in the old forms of the "CCC" series, this distinction was more clear, since in the small block there was an entry: "The term of the contract with ...". And in the new series "EEE" it was replaced by the misleading phrase: "Insurance period from ...". Take a look at the comparison photo.

With the purpose of the date fields, I think everything is clear.

Extended policy

As you know, if a motorist is insured with the same insurer, he does not need to renegotiate the contract annually - it is simply extended, and the policy form is replaced with another one-year one.

Its characteristic difference is that the values ​​of the first and second block of dates are the same, and a dash is put in all unnecessary fields (of the second block).

But this is if the insurance period covers all 12 months of the year, and if less (three, six, nine months) - the so-called. seasonal insurance, then in the second block there will be other numbers. By the way, if for some reason the 3 available fields for the seasonal extension of insurance were not enough, then the corresponding additional tab is attached to the policy.

Below the header are 8 points, some of which have blocks for entering data, while others do not.

Point one

The first item is a complete block for entering information about the insured: full name and surname. Please note that the policyholder and the owner of the car may be different persons.

Second point

The second item is a block where you need to register the basic data about the car: full name of the owner of the vehicle (TC), brand / model, presence of a trailer, VIN code (or body number), license plate, serial number of any document to choose from (Title or STS). Below you need to tick off the intended purpose of the vehicle (this is a new requirement).

Third point

In the third paragraph, there are two block-fields. In the small one, you need to indicate the type of insurance: with or without restrictions on the number of persons allowed to drive the vehicle. In large - list the full names of persons allowed to drive and indicate the serial number of their driver's license (VU).

Items four to six

These points are purely informational - they contain information relevant to the period of conclusion of the contract information of insurance legislation for the insurance period, insured event etc.

Seventh point

The penultimate item contains a block-field where the amount to pay for insurance (insurance premium) is indicated. It should be the same for all insurance companies in your region. You can double-check this amount online on any OSAGO calculator taking into account your MTPL.

Point eight

In the last paragraph, there is a block for making special marks: all kinds of additional information can be registered here, one way or another concerning this agreement.

Sighting area

The last in the policy is the unmarked sighting area. This is the most important part of certifying the validity of the insurance.

  • The date of the conclusion of the contract with the UK - this date can be either different from the start date of the contract, or coincide with it.
  • The date of issue of the insurance policy - usually it coincides with the date of commencement of the contract, but sometimes it can be different.
  • Policyholder's signature - without full name.
  • The signature of the insurer or the person representing him - with the name in words.
  • On top of all this is put a round wet seal of the insurer.

PCA updates

Recently, the RSA has been annually releasing major "updates" for car insurance. So, from July 1, 2015, the opportunity to buy an electronic OSAGO policy was introduced for motorists, and from July 1, 2016, it was planned to completely replace all existing policies with new documents.

Subsequently, however, these plans were adjusted and canceled the clause on the total replacement of existing documents, and also introduced a three-month transition period, during which insurance can be issued on both new and old forms.

Moreover, the policies on old forms issued before October 1 of this year. d. inclusive, will not be forced to exchange before their expiration date.

What is the difference between new forms and old ones?

No changes were made in the structure of the document - all data areas, items and block fields remained in their places. But the color of the document and its background ornament have radically changed: now it has an intense pink color with a sharp-figured pattern, instead of a light green one with an ornament of rounded shapes. Why the policy was changed

This update was initiated in order to increase by an order of magnitude the level of protection of OSAGO forms against counterfeiting, no structure change was planned, and the replacement of the color ornamental design was applied to sharply distinguish old, weakly protected documents from new ones.

  • PCA specialists assure that it will take at least two years for fraudsters to make a good forgery of new-sample forms. During this period, it is planned to transfer car insurance to the Internet as much as possible and thereby sharply reduce the number of fake insurance in the hands of the population. Therefore, it is worthwhile to try electronic car citizenship early.
  • Try to purchase OSAGO insurance from large companies and avoid double forms filled in by hand - the traffic police will suspect them in the first place, since from July 1 of this year. g. they are obliged to break through the presented insurances on the basis of the AIS RSA.
  • If, when registering OSAGO, you notice any defect on the form filled out by the agent, then ask to replace it - they are obliged to do this.

For more than a year now, Russians have the opportunity to purchase electronic OSAGO policies online from a number of large insurers, such as Rosgosstrakh, Uralsib, Alfastrakhovanie, VSK, Reso and other insurance business players who have the technical capabilities for such trading in the correct mode.

In the future, perhaps the so-called. Online e-insurance has every chance of almost completely eliminating the usual paper documents from circulation. But for today, this is still far away. Not all drivers, despite the past considerable time, are aware of the very existence of electronic policies, not to mention the presentation of their proper form.

Moreover, not even all traffic police inspectors, especially from the hinterland, are employees who are enlightened on this issue, writing out unreasonable fines and creating unnecessary problems for themselves and the drivers.

Therefore, there is a need for this article, which will dot all the "i" in the appearance of the e-policy and by its definition as a legal document.

The digital age raises questions

Before proceeding to the description of the policy, I will focus on one important point that needs to be explained in detail in the very first place.

The fact is that for many motorists, as well as for a significant part of traffic police inspectors, the status of e-car insurance is not entirely clear, namely, its actual belonging to legally legal documentation.

Indeed, the digital age is entering all spheres of human life with such a rapid speed that not everyone has time to form a serious attitude towards its fruits.

Not everyone is mentally ready with regard to e-CMTPL policies to accept their documentary usefulness, and many have a quite reasonable question: is there a boy, speaking in the way of a well-known aphorism.

In what form should an e-policy exist as a tangible and legal document? In the form of just "electronic" or in the form of a tandem with a paper medium? And which of them is more important, and is it a document at all?

Classic traffic police claim on e-policy during the transition period

Since October 1, 2015, after the start of the full implementation of electronic OSAGO (since July 1, only an extension was available), there have been many cases of illegal traffic police fines for motorists on the roads due to their lack of a proper car insurance policy.

And the main complaint that road guards made when the driver presented an e-OSAGO printout from a home printer was something like the following:

- What are you to me, citizen, your linden in vanity? Are you generally sober that you allow yourself to show a photocopy to the inspector instead of the CTP policy ?!

Exactly, despite the comic nature of such a message, there is a rational grain of logic here: the driver really shows the policeman some kind of black-and-white "copier", without living signatures and seals, and brazenly declares that he is fully competent, because, although purchased at home, from a laptop, but in a decent company and for decent money.

Electronic policy as an eligible e-document

But the truth is that this printout paper really does not have any competence, since this is just a printout and there is - a mirroring of this document, which, in turn, on our physical plane does not exist in the usual office tangible form.

That is, the copier, as a “document”, if compared, has a great “significance”, since it presupposes the presence of a physical document, and in our case the e-policy cannot even boast of that.

Conclusion: the e-policy of OSAGO provides for complete virtuality

As a conclusion on this section we can say the following:

  • Duplicate policy on a full-fledged paper form-carrier, e-insurance does not mandatorily provide for.
  • Printout The electronic policy for itself has independent legal significance, since it is impossible to determine the validity of insurance by it, without involving databases from the network.
  • Appearance the electronic policy does not play a significant role, even if it is a "real" virtual document, since only the information in the databases and its reliability are important.

I will also add that nominally, you can do without any document-like external form of information contained in the databases - it is most convenient to store it in simple tables, but taking into account the peculiarities of human perception, so far you can see a policy similar to a paper one on the monitor screen.

Also, for a better understanding of the essence, I will give a very vivid analogy with money: there is paper money and for their "incorrect printout" they can easily go to jail, and there is already familiar to everyone electronic money, which does not even have a fake appearance, but still not less, they are equal in value to paper.

However, despite all of the above, the e-policy still has the appearance and it will be useful for you to know it "by sight", so I will describe this virtual document point by point, as I did in.

What does an electronic OSAGO policy look like?

In the photo below, you can see what a completed e-policy for OSAGO looks like. Its important difference from the paper one is that it does not and should not have any explicit or hidden visual security elements - they are completely unnecessary here, since it is not the image on the screen or on the printout that needs protection, but the content of information databases ...

In the articles describing the electronic policy, it is said about it like this: "there is no usual protective micro-pattern, but it is the same green ...". You should not pay attention to this at all - the micro-pattern and other protective markers visible through the screen and reflected on the printout can be easily imitated.

But people are slowly getting used to new information perception, so the policy looks like a simple green-looking document. Moreover, the new paper policies are no longer green, but a complex rainbow-lilac color, which was introduced this year to combat counterfeiting and.

Electronic does not care what color they will be: it is not at all necessary to print it on a color printer - ordinary black and white will do quite well, since there only information is of some importance, and not the color or even the structure of the document. In principle, you can even rewrite on paper everything that is on the monitor by hand - the result is the same.

Below is the structure of each block of the policy separately.

Document header: markers 1 and 2

Here is the main visual difference of the e-policy - it is called “Electronic insurance policy”.

There is also a difference in the serial number: instead of CCC or EEE, it appears as XXX. But this alphanumeric identifier itself is the most important information, even more than in the paper one - it is from it that the cars first of all determine the identity of the insurance.

This is where one of the main benefits of electronic insurance is concluded - as experts say, the likelihood of a client receiving an electronic clone (with the same serial number) is zero, since such machines will be immediately discovered.

Term and periods of insurance: markers 3 and 4

Everything is standard here: the car is insured for a year, with the exception of temporary policies. Also with the periods of use - the corresponding dates are prescribed, just like in the paper version.

Policyholder and owner: markers 5 and 6

I think you know who the insured and the owner are - the insured insures the car in the insurance company (from the insurer), and the owner uses insurance and this is not necessarily the same person. Therefore, the fields are separate for each.

Data of vehicles and drivers with a permit to drive it: markers 7 and 8

Here you will find basic information about the car: model / brand, VIN-code or body number, license plate, as well as the series / number of the vehicle's passport (PTS) and the purpose of operation.

The block below lists the persons allowed to drive the car, indicating their full name and the series / number of the driver's license (VU).

Immediately after these blocks are the usual general information points, which you still need to read - they can change.

Policy cost and special marks: markers 9 and 10

The next two blocks show the cost of the policy (insurance premium) and special notes. The latter are also important, since in e-insurance it is here that the place of purchase of insurance (website address) and the number of the paid online order are usually prescribed.

Dates, Signature and Stamp: Markers 11 to 13

As with a paper policy, there are two dates at the bottom: the date the contract was concluded and the date the policy was issued (they usually coincide).

The surname and initials of the insurance specialist - the representative of the insurer, with his signature and seal of the insurance company are also spelled out.

Here it is necessary to clarify that both the seal and the signature, no matter how beautiful they look, are just facsimiles. What are facsimiles? This is an exact copying of any graphic original: literally this term means "do like", translated from Latin. That is, the same as signatures on banknotes, for example. Their corresponding significance is purely for informational purposes.

But there is an important difference at the bottom of the e-policy - the absence of a personal signature of the client (policyholder). At the place of the signature there is only the entry "Insured" and there is not even a facsimile imitation.

According to the rules of electronic insurance, the client's signature is replaced by the buyer's authorization in his account, where he provides all his data. Yes, this is all somewhat strange, but without a live signature, an e-document is considered effective, but a paper document is not, of course.

What to present to the traffic police inspectors and what problems there may be

Now about the main thing: how the driver needs to prove that he paid in good faith for the OSAGO and its printout really is a reflection of a real online contract, and not a work in Photoshop.
To date, in accordance with clause 2.1.1 (paragraph 6) of the SDA, as well as clause 1 of Art. 32 ФЗ No. 40, vehicle driver:
«… must have an OSAGO policy or printed out on paper information on the conclusion of an OSAGO in the form of an electronic document…»

How an inspector can check your electronic policy

According to the job description, the traffic police inspector, having received information from you that you have an electronic car license, is obliged to verify the provided details (serial number of the policy, license plate of the vehicle, VIN code or body number) with the database available to him.

What are these bases? At the disposal of road guards there are two of them: the special service of the IMTS of the Ministry of Internal Affairs of the Russian Federation and the public base RSA (Russian Union of Insurers), which is already familiar to you. For verification, traffic police squads must have the appropriate equipment - tablets or netbooks with access to the network.

That is, in fact, the inspector only needs the network, the data of your machine and the computer device to check. He doesn't need the driver himself. But, in accordance with the above provisions of the standards, the inspector has the right to require the driver to provide a paper printout of e-OSAGO.

Although it may not require this, since in addition there are also intradepartmental circulars sent to all traffic police services and recommending traffic police officers to check e-policies without requiring paper prints. This is a letter of clarification from the Main Directorate of the Ministry of Internal Affairs No. 13/12-u-4440 (dated 03.07.2015) and an order to the Main Directorate for Traffic Safety of the Ministry of Internal Affairs of the Deputy Chairman of the Government of the Russian Federation I. Shuvalov No. 13/12-u-6112 (dated 04.09.2015).

That is, for now, the issue of providing / not providing a printout of the policy is being resolved on the spot - at the discretion of the traffic police officer, taking into account the available hardware verification capabilities or not. Accordingly, if there is no e-OSAGO printout in the car, this can be formalized as a violation.

What to do in case of problems with traffic police on e-OSAGO

If on the road on the e-policy there is friction with the traffic police (if you have a printout), then advise the inspector to read the current traffic rules and OSAGO rules governing the use of the e-policy. Otherwise, even now, you can get undeserved sanctions from some police officers.

Despite the fact that today the driver is still required to have a printout of the e-policy in the car, auto experts do not see much sense in it - if the inspector cannot check the e-policy over the network, then no printout will help here.

Yes, in many places and many traffic police crews do not yet have the equipment or access to the network for such checks, but this should not be a problem for the drivers. Moreover, the above circulars indicate that in the absence of access to the network, the inspector is obliged to check the policy through the central dispatcher by radio.

However, in remote regions of the Russian Federation, it is better for the time being to have an ordinary policy - satellite service Internet is not available there everywhere.

Epic with e-policy printouts

Regarding the confirmation of the presence of an e-policy in the form of its printouts, the current situation requires clarification of this entire epic from the very beginning.

Presentation of a "photocopy" of an e-policy

As already mentioned, the e-policy does not imply a special paper medium that serves to confirm the reliability of the fact of insurance - this is checked through the appropriate databases.

However, this innovation caused confusion among many traffic police officers. And at first the PCA, for the sake of reassuring the inspectors, recommended that drivers carry e-CMTPL printouts with them. This did not help much to the confusion - some inspectors perceived the "photocopies" presented as a personal insult.

Moreover, some drivers did not show anything at all, arguing that the e-policy is subject to online verification and even the presence of its printout in the car is not legally enshrined.

As it turned out in practice, it was not possible to promptly provide all the traffic police with the possibility of an online check of OSAGO. Therefore, a year after the introduction of e-OSAGO, the presence of a printout in the car was legally enshrined in the Federal Law No. 40 (according to the Federal Law No. 214 of 23.06.2016) and in the SDA.

And on this the situation hung in the air, although attempts to resolve the issue did not finally stop. For example, in the spring of 2017, First Deputy Prime Minister Igor Shuvalov instructed the Ministry of Internal Affairs and the Ministry of Finance to work out further stages of the transition to e-policies from paper ones. In the instruction, the main attention is paid to the abolition of the requirement to have an e-OSAGO printout in the car and the complete transition of the car insurance to a purely electronic form.

Cancellation of the obligation to carry a printout of e-OSAGO

But Shuvalov's circular initiatives did not go well from the very beginning, and the government finally intervened with the participation and control of Medvedev. On October 17, 2018, the State Duma adopted bill No. 501904-7, which almost completely removes the difference between paper and electronic OSAGO.

According to paragraph 6 of Art. 2 of the bill (amendments to clause 7 of article 15 of the Federal Law No. 40), all policies will have their own unique electronic identifier (not the serial number of the form), which will be checked. Accordingly, there will be no need for secure forms of the paper version of the OSAGO.

In addition, Clause 15 (Art. 2) of the draft law excludes from Clause 1 Art. 32 40-FZ requirement to provide a printout of e-OSAGO. Instead, it is stated that the driver “... presents for inspection an insurance policy compulsory insurance". That is, it can be an original paper policy or its printout, a printout of an electronic version or its display on electronic gadgets.

That is, the driver will be obliged to provide the inspector with something that he has (original, printout, scan, page of the IC personal account with display of e-OSAGO, etc.). But if nothing is provided, then it can be counted as a violation (at the discretion of the inspector).

It is clear that the requirement to carry a printout is temporary, but for now, do as prescribed in the law so as not to anger the ministers of the striped rod.

When will the innovations take effect and how to proceed now

The specified bill will definitely be adopted, but it was sent for revision to the State Duma Committee on the Financial Market. After the document is finalized and if it is fully adopted in the second reading, the innovations will come into force 180 days after the official promulgation of updates to the OSAGO legislation (in accordance with clause 1 of article 4 of the draft law).

Until the changes are adopted, drivers with e-OSAGO must have a printout of the policy in their car. At the same time, insurers, for greater persuasiveness, advise to certify it in the office with a seal and signature, although this is not necessary. Also, if desired, the policyholder can take a printout of e-OSAGO on an official letterhead from the SK.

Will the obligation to present OSAGO to the inspector be canceled?

In the foreseeable future, the law will completely exclude the driver's obligation to present something to the inspector in terms of OSAGO - the employee will be obliged to independently check through the network the presence and effectiveness of the policy according to the details of the car and / or the owner.

But this is the final stage of the transition to e-CMTPL, and with its initiation, the relevant provisions will be removed not only from the Federal Law No. 40, but also from the traffic rules. In the meantime, this is not possible in the entire country due to the unequal access to the network in different areas.

  • Write down all the data from the TCP literally when buying an e-policy online, the way they are written there, even if there are inaccuracies: write this way, with inaccuracies - the main thing is that the car does not detect discrepancies, otherwise it will not come out of the house to take out insurance.
  • Complete rejection of paper policies on the cities in the plans of the Government: for this they will work on the appropriate technical equipment, so there will be no return to the previous system, keep this in mind.
  • Replace printout in soon there may be an image of an e-policy on a tablet or smartphone.
