The Russian Union of Motor Insurers (RSA) announced that the OSAGO reform, launched in 2014, has taken place, although problems with the calculation of the accident-free coefficient (CBM) and the appearance on the market of a large number of fake motor insurance policies have not yet been resolved.

On October 1, 2014, amendments to the law on OSAGO came into force regarding the limits for payments to victims of an accident (for property they increased from 120 thousand rubles to 400 thousand rubles, for life and health - from 160 thousand rubles to 500 thousand rubles). The tariffs for OSAGO were increased twice (in October 2014 and in April 2015), from July 1, 2015 it became possible to issue an auto-citizenship in electronic form.

"I think that the OSAGO reform has taken place. ... However, there remains a problem - this is the bonus-malus coefficient (MBM), and we are currently working on it. ... In addition, the trend that has emerged during the current crisis is the emergence of a large number of false policies," - said the executive director of the RSA Evgeny Ufimtsev on Tuesday as part of an online conference.

However, Ufimtsev noted that if a year ago there were a large number of complaints about the availability of services, the inadequacy of payments, the imposition additional services and other things, but now it has practically disappeared. "In any case, according to the same Central Bank, the FAS, and we have the same statistics, now the situation has improved significantly. The quality of the service itself has become higher," he stressed.

CTP AUTHENTICITY WILL BE TIGHTER CONTROL

According to the PCA, now in Russia there are about 2-2.5% of fake OSAGO policies (about one million policies).

“We are a little scared and upset that a person knows that the policy is fake and deliberately buys it,” Ufimtsev commented, recalling that the purchase of fake policies threatens car owners with unnecessary expenses in the form of a fine from the traffic police (800 rubles) and paying out of pocket car repairs the injured party.

In addition, the insurance history is lost, the bonus-malus coefficient (MBM). “This is a very important thing: a person, skipping a year of driving, resets his insurance history, which he earned for many years. And this can be a loss of a discount of 30–40% and even 50%,” he specified.

The PCA is currently developing proposals with amendments to the Code of Administrative Offenses (CAO) in order to hold accountable vehicle owners who knowingly purchase a fake OSAGO policy.

"The car owner bears administrative responsibility. However, it can be difficult to prove that he knowingly bought a fake policy. Because an appropriate evidence base is needed, and there are few cases brought to court. But now changes are being prepared to the law in order to prosecute such violators more effectively ", Ufimtsev explained.

According to him, the changes should be well thought out, since no one is immune from buying a fake policy, and sanctions should be clearly spelled out. "Now all this is under discussion," the expert concluded.

During the online conference, Ufimtsev also said that the presence of an OSAGO policy would be checked by video cameras, which now record violations of traffic rules (SDA). The pilot project, according to him, will be launched in one of the regions (either in Moscow or Kazan) before the end of this year.

Ufimtsev explained that the absence of a policy is the same violation of traffic rules, therefore, when checking a vehicle, these cameras can access the PCA information system and receive data on whether the vehicle has an OSAGO policy or not.

"In the event that you just bought insurance and have not yet had time to enter into the system, there will be a special small transition period for issuing a fine, for example, seven or fourteen days, so that the insurance company has the opportunity to enter the policy into the system," the executive director added. CALCULATION OF KBM SHOULD BECOME BETTER

According to Yevgeny Ufimtsev, following the results of the OSAGO reform, the only difficult problem remains - the bonus-malus coefficient, which affects the cost of the OSAGO policy (increasing or decreasing depending on the accident rate in previous periods).

The Bank of Russia is also involved in solving this problem and regularly holds meetings both with insurance companies and with the management of the RAMI in order to understand what are the main problems in the qualitative calculation of the CBM, what needs to be done to ensure that these problems are resolved and in what are the deadlines.

According to the deputy chairman of the Central Bank Vladimir Chistyukhin, insurers will be fined for poor-quality data entry into the automated database. information system Russian Union of Motor Insurers (AIS RSA). From October 1, Russian motorists can conclude a new OSAGO agreement via the Internet by issuing an electronic policy (e-policy). Previously, from July 1, 2015, this was only possible with the extension of an already valid compulsory auto insurance contract. Truth, legal entities will be able to purchase e-policies only from July 1, 2016.

According to the PCA, since the start of the project, more than 10.8 thousand OSAGO e-policies have been sold. Since October 1, about 2.5 thousand e-policies have been operating, of which 1.5 are new policies. “Thus, we can state that if before October 1, an average of about 100 policies were sold per day, now this figure exceeds the mark of 300 policies and there is an upward trend from day to day,” comments the president of the All-Russian Union of Insurers (VSS) and PCA Igor Yurgens.
